ILLINOIS AER RESOURCES |

Purpose: Generate applicable AER Reports
that are required by the Illinois EPA on an annual basis.
This implementation includes specific forms for Process,
Control Device, Stack, and Storage Tank. Additional
information may be obtained from the agency's AER website:
http://www.epa.state.il.us/air/aer/.
Description: All Emissions Accountant
production records in the reporting period are reviewed.
Specific values are calculated during the analysis phase and
are used to populate key fields on each of the AER Forms.
Additional information for the AER is retrieved from
different database sources (compound classifications,
equipment, stacks, storage tanks, and equipment-process
modes). The AER Process report is consolidated across
all processes for each equipment item unless a specific
equipment-process mode is established in the Equipment Mode
database.

AER.Process Emission Units |

A two page form used to report data for
reactors, crushers, coaters, and other process emission units.
Page 1 is used to report information for each equipment-process mode
including annual and peak ozone season operations, period throughput
statistics, when the operation began, and other basic permit
information. Emissions Accountant provides an
Equipment-Process Modes Database
for the purpose of storing statistics for each equipment-process
mode record. Details for each equipment item are retrieved
from the Equipment Database.
An explanation of report fields for the Process Report is provided
at the field description page. An Emissions Accountant example
Process Emission Units Report may be downloaded for review.

AER.Storage Tanks |

| two page form used to
report data for storage tanks. Page 1 contains
specific information about the storage vessel including ID
Number, date placed in service, tank type, capacity,
diameter, height, and other equipment related
specifications. Page 2 is used to report operational
information such as the type of material that was stored by
the equipment-process mode,
solvent throughput, usage during the year, and usage during
the peak ozone season. An explanation of report fields
for the Storage Tank Report is provided at the
field description page. An Emissions Accountant example
Storage Report may be downloaded for review.

| A
one page form for
reporting the control device performance for the calendar
year. In preparing this form, Emissions Accountant
retrieves key information from each record in the
Control
Devices Database including regulatory ID, regulatory
description, date the control device was placed in service.
Then for the operational performance, the program reviews
each process that the control device was used in during the
year as it accumulates information on each pollutant that
was emitted, removal efficiency, and method. Capture
efficiency is assessed and the capturing stack is
identified. This report creates one form for each control
device that was used during the year. An

AER Controls Report

| Information pertaining to
different stacks that were used during the year is reported
on the AER Stacks form. Emissions Accountant retrieves
key data (stack ID, stack description, diameter, height, and
other values) for each stack that was used during the year
from the Stacks Database. This report creates one form
for each stack that was used during the year.

AER.Malfunctions |

| The Malfunction form is used
to report data on emissions from startups, shutdowns, and
malfunctions. Emission Master contains a special
utility for reporting the speciated final emissions due to a
malfunction in one or more control devices. The data
from the Emission Master Breakdown Abnormality Report can be
entered in the AER Malfunction report.
